is there any way to make your cable modem go faster with softeware or something. Like uploading wise and downloading wise it gets slow when internet explorer is in the back ground it some times wont even load if it is in the back ground or is hidden with another app in front. Please get back to me.

That has nothing to do with your cable modem. Upgrading to OS X should solve your problem.
Slow internet speeds in the background is because your computer allocates more processor power to the top application.
As with cable modem speeds, there is a hack (for PC) to get it faster, but it comes at the expense of everyone on the network. I don't recommend using one unless you know EXACTLY what your doing.

Switch to OS X (ofcourse). then read this:
