Windows File Sharing won't stay on

I don't turn on my Windows laptop very often, but when I do, I have to come back to the iMac and turn on Windows File Sharing if I need to transfer something between computers. I've clicked the "lock to prevent changes" button, but it still happens.

So, does anybody know what's going on? Is this normal, or am I missing something?

I would try running the "Repair Permissions" from disk utility.

Try changing another pref, and see if it sticks, or another pref in the sharing prefPane, and see if it sticks.
