Man can you believe this? Our staunchest allie has APOLOGIZED for leading his country into this mess. He apologized for screwing up!!!

I believe this will not play well here in the states among the 12% of the population Gallup has nominally given to Bush with no real reason.

Well, aplogized is probably a bit strong but I guess it is as close as that unprincipled megalomaniac can get.
What it is being taken as this side of the pond is that he has finally admitted he was wrong about WMD (read: has been forced to admit he lied in the first place due to the evidence being overwhelming) but has not yet admitted that it was wrong to invade Iraq on the strength of the thing he was wrong about.
It is undeniably a tortuous and warped logic (if indeed we can use that term for the phenomena) that is difficult to comprehend existing in a post-medieval context but I have tried to reach an approximate understanding of a small iota of it through the following analogy:
I am going to beat you repeatedly round the head with a baseball bat because I believe you to be a thief who stole my best friends baseball glove. I shall also attack and physically disable your extended family with various projectiles at a time of my choosing. And poison your cat.
I will repeatedly reiterate that you are a thief and establish a groundswell of public support for my actions based on this judgement.
If it be conclusively proved that you are not a thief I will admit that this may be the case but will not apologise for my actions, prefering instead to focus on plans to attack your immediate neighbours based on a similar rationale.
