In my perambulations on the 'internets' I have come across a bill recently introduced (4th Jan) which seeks to amend the US Constitution and repeal the 22nd amendment by removing the limit on the amount of terms an individual may serve as President.
The Bill is HJ RES 9 and may be found detailed here at the Summary & Status of 109th Congress. (http://thomas.loc.gov/cgi-bin/bdquery/D?d109:9:./list/bss/d109HJ.lst::)
My questions to Americans who know about these things (unlike me) are these:
Does this mean what it seems to - ie possibly more Bush ? More Clinton ?
Is it a serious Bill and who is this Jose Serrano ?
What are it's chances of passing and is it 'a good thing™' ?

More bush definitely more bush... oh wait you were talking about the president. Yeah, if this passes, which it won't, this means both Bush and Clinton could run for another term.
I don't know who Jose Serrano is. It isn't a good thing.

Thanks - what makes you think it won't get through though ?
Surely it is attractive to both parties ? The Bushies obviously would want it and the Dems could wheel out Clinton again.
What's to stop it going through ?

it will never go through. it requires too much of a majority. what is it, 2/3? maybe even more to repeal an amendment. I can't remember. It's too much of a tradition thing now, and as much as it could help both sides at times, it could very well hurt them worse, especially the dems right now who have so little hope left as it is. the last thing they would want is a chance for bush to continue for 4, 8, 12... more years.

That's precisely what makes it repulsive to both parties.
They won't touch the constitution unless it's for the governator.

I think if something like this goes through, then it should be set to become law at some arbituary time in the future, like 12-16 years, when there can be no knowing who will be pres, or what party will be in power.
Having this go through now would just be totally a fix. And it's no suprise this amendment comes up on Bush's watch. No doubt he, or someone close feels it's at odds with the "divine right of Kings" idealogy. Actually, limiting a presidency to 8 years, is not a bad idea.

Yes, it's a great idea imo, look what we have in the UK - Blair could easily be in for 15 years plus....and then back again at some later point.
Look on the bad side though - if they do change things for Schwarzie then the US could possibly end up chafing under Blair too !

Not saying it is impossible. Of course it isn't. But the process of changing the U.S. constitution makes it tough:
There are essentially two ways spelled out in the Constitution for how it can be amended. One has never been used.
The first method is for a bill to pass both halves of the legislature, by a two-thirds majority in each. Once the bill has passed both houses, it goes on to the states. This is the route taken by all current amendments. Because of some long outstanding amendments, such as the 27th, Congress will normally put a time limit (typically seven years) for the bill to be approved as an amendment (for example, see the 21st and 22nd).
The second method prescribed is for a Constitutional Convention to be called by two-thirds of the legislatures of the States, and for that Convention to propose one or more amendments. These amendments are then sent to the states to be approved by three-fourths of the legislatures or conventions. This route has never been taken, and there is discussion in political science circles about just how such a convention would be convened, and what kind of changes it would bring about.
Regardless of which of the two proposal routes is taken, the amendment must be approved by three-fourths of states.

I could never win. I don't hate "Israel" enough for some, too pro-choice for others, my racially mixed child doesn't have the right racial mix for people on both sides, I'm too agnostic for the religious people and don't despise spirituality enough for the leftists.:D

a work thtI had always taken, not as blasphemous, but as completely in line with the christian notion (or Gnostic Christian) of redeeming the world, the whole piss and shit of it . . .
But then I heard an interview with Serrano and I as wrong . . . he's not that profound . . .
Anyway . . . I think that this serrano guy is doing hack-work for getting Schwarzy elected . . . and this bill may be something to do with repealing the born-in-america clause . . . or something . . .

I always loved the colours and the light of Piss Christ - Serrano is definitely a dickwad though.
Didn't know they were related which is not surprising as I never heard of the Rep Serrano ....er...
Also heard this has something to with Schwarzenegger and the campaign to repeal the nationality thing. Some sort of deal - don't ask me, don't understand how it works.
