In yet another one of Bush's infamous "signing statements", he's signed into law a measure explicitly limiting his power while adding his own contradictory caveat which basically says, "unless I deem it necessary to have that power, I which case I'll do as I please".

I generally don't agree with signing statements, though I'd like to see a little more balanced accounting of the statement, something other than carpetbagger.com. I'm not saying I agree with it per se, but it's hard to digest when you're reading something with a transparent point of view like that.

That said, there might be certain circumstances that it would be in the best interest of national security to open mail without a warrant. For example, what if we received info someone had sent a dirty bomb through the mail, or anthrax, etc? You might not have the ability to get a warrant. The problem with the article is it automatically assumes the worst.

Question. What gives Bush the power to just "choose" that he does not need a warrant for reading other people's emails?

The post office is allowed to to that anyway, if the government gets a tip that somone has sent something like that in the mail. What the hell does Bush need have a signing statement for that. Unless he thinks someone is doing something suspicious I guess it gives him a free hand.

In the case of a liberal democrat being elected president (Diebold permitting), would you still agree with Bush's signing statements and the imbalance of power in favor of the Executive Branch, which has largely come about as a result of this Administration? Would that not be a rather scary situation for a committed Conservative?

Despite the views that bombard us daily in the US (news fueled by panic and horror/propaganda fueled by fear and xenophobia) you really get a different sense of the world if you get outside our borders. Europe and Asia seem positively sedate compared with the crap we face every day strictly in terms of our media... and it's very interesting how infantile our young (high-school and college aged) people seem compared with the youth of other countries. Am I alone in noticing this?

I'm not sure what more you're asking...I already said I disagree with signing statements on principle.
