Where did you find that one? I don't know what it is but from something I heard the 'E' builds will not be made public but instead be moved into the F release. The F release should be 10.2.2 I think.

Yup 6F6 is the most recent developer build of 10.2.2

Yup, it is.

As to E31: I found it on a server, with the note that it's a 10.2.1 build. Which a) isn't true or b) means that this build is delivered with newer Macs.

6E31 is the build that shipped on my dual 867. It claims to be 10.2.1
