Apple chose a different business model than the other phone manufacturers. To change does require major technical and financial adjustments. Right now Apple is not set up to split its manufacturing lines. If they were to do this they would have to set up the manufacturing line far in advance.

Apple doesn't have manufacturing line --- and we hear rumors all the time that this so and so Taiwanese company gets to assemble the next gen ipod or iphone.

"Major"? Estimates have been it cost only $5 million to design a CDMA variant. Sky high 50% gross profit margins drop down to 45% (while Nokia enjoys something like 12-15% margins). Those issues are not major problems.
