Tomorrow is September 30th, so the free bumper promotion ends and rumor had it that something else is coming up. Those rumors have been very silent recently, however, so I wonder: is anything going to happen at all, or can I proceed and order an iPhone 4 now?

No one accused Apple of lying. The original poster simply asked if anything was going to happen tomorrow, given that the Sept. 30 date was given out by Apple as the end of the bumper case program.
iPhones have been in curiously short supply since Antennagate started, leading many to believe that a hardware change had been made to the line. Otherwise, what's with the scarcity of iPhones?
Very few ever thought the form factor would change, since this would 'obsolete' the iPhone4s already out and lead to a flurry of calls for a recall or upgrade to the 'new' model.
Well they could if they had recommended it in the first place as Apple complied with their statement that they would recommend it with a case but they didn't.

But an Apple product update being completely sold out in the North American channel two months after the release date?
That's either gross incompetence in planning, or something's afoot.

Assuming that production has been ramped up since the debut, that implies that demand for the device is actually increasing two months after the launch, which doesn't make any sense.
I just don't understand how the Apple Store wait for an iPhone is 3 weeks, the same as it was a month ago.

Production can only ramp up so high. Foxconn's plants are already running 24/7. Just for machining the frame, Foxconn bought 1000 specialized machines at $20,000 a pop. That's a $20 million investment. They could buy more (and ramp up the required lines and plants) to help meet initial demand, but then when demand slows down, that would a lot of excess and expensive production capacity to leave sitting idle.
I am guessing that after today you will still be able to use the app to order the third party cases if you bought the phone before today. But this will only be until those cases start running out and they won't be replenished. After that it will be the Apple bumper only. And for anyone buying after today it will be through support calls only.
And demand is increasing every time they launch in a new market, as they did in China this week.

They are waiting because the white iPhone 4 will have the "silent fix" for the proximity sensor and the antenna.

There is no handle on the demand because from a global view a heck of a lot of people want iPhone4 and iPad. The demand is massive and eclipses anything experienced before, Apple's production is the only factor right now in how much they can sell.
