iOS 4.3 to run BBC iPlayer on AppleTV?

If, as is suggested, iOS 4.3 allows third party apps to stream over airplay to an AppleTV surely that means that even if the AppleTv doesn't get its own app store or third party apps users could use apps on an iPhone or iPad to stream from 4OD or BBC iplayer to an AppleTV?
