Had this on one site, cant even remember which i was, think it was a forum. Anyway, you dont need to reboot, just drop to the homescreen, bring up the app list by pressing the home button twice, then touch and hold the safari icon and once it has a red cross on it, touch the red cross.
This kills the app and allows you to then relaunch safari anew.

Sometimes navigation, favourites, forwarding and page history buttons all freeze, though scrolling still works. Can only be undone by reboot.
iPad 2 with 4.3.3. Any ideas?
The page history, forward and back buttons can be screwed up via some web sites but it has never been permeant
