Try going to Settings>General>Reset All Settings.

When I initially updated my iPad 3 it was slow (keyboard response in particular) but doing that fixed it completely.

Nah - all good here. I have to say that iOS 7 looks very different on iPad 2 compared to iPad 4.
But performance wise - nothing in it. All good.

I successfully updated my iPad3 and daughters Mini, but on a wife's iPad2 I have hick up. Its not only keyboard lag, its also whooping 8-10 sec loading times on some apps. I'm puzzled since iPad2 and Mini pretty much same hardware.

So did you try my suggestion to help alleviate the problem and did it fail to help? If so then a restore might be in order, then set it up as a new ipad without reloading a backup.
