Scoring to final cut pro

Hi - Advice please. A friend of mine has a G4 and wants to score music to final cut pro movies. He has $1,000 to spend - what would you recommend, given he has no audio or midi hardware or software. Reason would be an option, but how wouod you synch your audio to a movie. Pro Tools and Logic can load a movie (I think) - but which is better. Any help appreciated.
