icloud drive - as a backup for 2 iphones and ipad plus act like dropbox

I have been asked to update 2 iphones and an ipad to IOS 8 - subject of a different thread here

 

However, the use also wants to use icloud drive for all the devices and PC - so he has one online storage for everything in 1 place 

icloud drive 

 

Does icloud drive work ALL OK now 

I suspect to do what he wants, all the devices will need to use the same appleID 

 

he plans to pay for extra storage 

 

will it work like dropbox / onedrive - so that files can just be copied onto icloud drive 

 

Like 

photos, Notes ( he has a lot of notes) 

email

etc
