Full Power LED

I'm looking into getting the brightest LED possible, and so far the strongest one I've found contains the following specs:
10mm.
30ma.
3.6-4.2VCD
I am wondering if I buy this how do I power it with maximum power. I am basically wondering how to figure out the right resitors and capacitors. I'd like to power it with a small battery so its the size of a laser pointer, but I could settle for a small flashlight if needed. Is there any type of formula or way to figure out how long I can power an LED at max power with a certain battery?
