Is The Sims renderer hardware accelerated? Will buying a more powerful graphics card give me higher framerates in more complex scenes?

It doesn't say much about hardware in the options so I was wondering whether it rendered everything with the CPU..

Since the engine is actually 2D and has some crafty artist work to make it looks 3D, a card will not help you these days. 2D acceleration seems pretty unpopular...all you can do is upgrade your processor really.

I'm going to check out 2D accel on dif cards.

The Sims uses a mix of 2-D and 3-D elements, actually.

Characters and terrain could benefit from hardware acceleration, but there isn't any support for it.

Are you sure? I know the texturing and shading is 2D but when you move objects into places they can't go, the intersections between them are definately like those of 3D objects, and I've heard developers talking about building meshes and texture mapping, and other terms familiar to 3D design.
