When I used a Windows PC I used to use a great plug in from Ulead, 'Particle Plugin'. With it, not only could you create droplets, whisps of smoke etc (as you can with many others) but you could individually position the artifact in the preview before applying.
I have never found an equivilent in any Mac OS and Ulead have replied to an e-mail stating that they have no intentions of making a Mac version. Is ther a plugin I have overlooked?
Having full control of how an effect is applied to the image seems so obvious someone else must have done it surely...
