how do i let someone upload to my .mac public folder if possible
Tell them to get the iDisk utility from apple. If they are running OS X or Win XP, it's easy as pie. For other OS's there are directions on mac.com. Click on the iDisk button on the left.
The people you want to let upload to it can use either the idisk util or an ftp client to access the public folder. You can also set a password so only the people you give the password too can write to it.
