I was wondering, would a Xserve Running OS X 10.3 act as a good replacement for a Linux web server.
And by this I mean will everything be available to me as far as Apache, SSL, SSI, PHP, Virtual hosting?
Any thoughts

Yeah, if you need professional level 24/7 uptime, hot swappable drives, etc, etc, etc.
Otherwise, a plain ol' G5 tower (or iMac, or...) running 10.3 Server will get you exactly the same software functionality.
FWIW, I have a 5 yr old B/W 350MHz G3 running my site with all the above you mention, plus SMTP, IMAP, POP, AFP, WebDAV, etc, etc, etc.

OSX is a great server. I have FTP and VNC running on my G4 Cube all the time, without noticing any performance issues.
