Do animated smilies work with Mac Outlook Express?

Excuse my ignorance, but I can't seem to make these animated smilies work with Outlook Express.

Is it a Mac issue or maybe I'm not pasting the correct code. Anyone quickly tell me how this is done?

By the way, I'm still on OS 9.2.2 here at work.

Huh? You know, those little icons (emoticons?) that add a bit more info to how you feel about something.

How do you drop one of them into an email (Outlook Express 5)?
