Cinema Tools 24P

I have to make to NTSC and PAL dvd's, my original material is PAL video from a mini dv camera. I understand that by using Cinema Tools in FCP4 you can convert PAL 25 fps to 24P video. Then from your 24P converted material you can export your film as PAL or NTSC. Does anyone out there have any experience with this ? and would be willing to post some advice ? Something I'm not sure about is converting your whole project to 24P, lets say I have already made and edited a project in FCP4, the project file retains the edit preferences (PAL size settings), if I want 24p I have to convert my material but do I have to create the edit and effects all over again from scratch?
