Keyboard Stops Working

I have noticed (more often lately) that my keyboard will stop working. Well it's not really my keyboard stopping working. Like I can still cmd+tab, but I can't do cmd+L to select the URL in safari. Or I can't close windows, or hide applications without doing cmd+tab and then cmd+h from there. This used to happen in the real rare occasion and I'd just mash the keyboard and it would be working again. Now I don't know what makes it work again, but it's happening pretty often, and it's VERY annoying. Any help would be greatly appreciated. No it's not my num lock (I'm on a PowerBook) and I've reset my PRAM.

    Since you are running Panther, do you have Universal Access on? Have you customized keyboard shortcuts in System Preferences->Keyboard & Mouse? Are you running any 3rd party software which extends shortcuts functionality?
