panther frozen dock

whenever i have a lot of windows or applications open at one time, and attempt to use expose or the dock for some reason the dock freezes up and the only was to fix it is resetting the computer. is this a common problem and is there some way to fix it?

    It should work to restart the finder. To do so push apple-option-esc or click the apple icon at the top of the screen then click force quit. in the menu select finder and click relaunch.

    that still didn't work, it just shows the spinning beach ball over the dock and if i try to shut down, everything closes except the dock, and it wont turn off without using the power button
