iMac Won't Startup

I bought the last slot-loading iMac last year when the power tube went in my past computer. Recently, once the warranty had expired, I chose to restore the data from my old hard drive which came from the original CRT iMac. The hard drive is 4GB.

I managed to put the old hard drive in and according to Apple's Hardware Test CD everything's ok, I have also reset the PRAm and VRAM. BUT whenever I start the computer up i just see a folder with the flashing question mark and Mac OS logo. I can only start up with OS X, OS 8.1 and 8.6 CDs won't work and there is not enough space to install OS X. Is there any way I can start up this computer?

I assume it may be the firmwire that is out of date but there is no way to upgrade the firmware without starting it up, is there?

Please help! If you can't do you know any services that can restore data from old hard drives!
