When emptying my trash can, I've been continually getting the response during it that "The operation cannot be complete because the item "Installer" is locked.
My options then are to continue or to stop. How do I delete this file?

1. hold the option key down while selecting Empty Trash.
2. Take the file out of the trash, get info on it and make sure the Locked checkbox is not checked.
3. If you're handy with a CLI, you can use rm to delete it but make sure you know what you are doing!
4. There are
dozens of free force delete utilities
on version tracker that can get you out of a bind.
