bootable disk image

hello I am on mac os 9.2 and am trying to make a bootable disk image for panther but toast dosnt support bootable disk images for mac os x and I cant mount dmg's on my 9 if anyone knows how to make a bootable image for mac os x besides .dmg I would be very gratefull.
