Why can't some Windows users read my vCard?

I have trouble sending vCards to some Windows users. Some get them and it all works. Others get the attachement with the corect name and .vcf suffix, but whne they click to open it, it contains no information. Is this a problem on my end or theirs?

    Ask them if there is a second file right next to the first with the same name. Apple follows the standards and includes an icon file with the same name, but Microsoft's Email clients tend not to know that trick.
