Insider needed on service

Not talking about authorized resellers here. I need feedback from an INSIDER who knows about service providers, residential and business that is. There has been a market for significant service business for under-warranty machines whose owners desire in-home or business service on-site. I work for a company that has done this service for Apple. I need to know what has happened very recently that has stopped our Apple dispatches dead cold. Zero. Has Apple recently adopted a "near-zero" repair policy? Has Apple decided to go after "lowest-cost" geek-temporaries for service repairs and away from "professionals"? Has Apple jumped on the "e-technician" bandwagaon? Who services metropolitan areas and the same for lesser populations? Does Apple have Apple employees direct in the field for this? i.e., any recent major changes for Apple service. Any replies are appreciated. Thanks.
