Removing file extensions

I want to change a file name "program.php.txt" to just "program.php", but the Finder doesn't let me. Can I change the configuration so that the Finder allows me to do it?

    What do you mean "the Finder doesn't let me"? This may happen if the name "program.php" already exists in the same directory. Otherwise, do a Get Info ([CMD]-I) on the file. Change its permissions as necessary. Use the file name field to knock the .txt extension off the name in the Get Info dialog box.
