VBR mp3s.... how to? why not?

hey all,
who knows of an application that can convert mp3s so that they have a Variable Bit Rate? And why isn't it more widely used?

Use the
LAME 3.96.1
encoder with the "--preset standard" parameter to get great sounding VBR files (probably the best mp3 can give you).
The VBR mode in iTunes isn't of very high quality, especially at low bit-rates
