System Preferences --> Speech (its icon is an old-style microphone)
Caveat a posteriori---at least this info is valid on Panther....might be slightly different in Tiger.

It is called VoiceOver and it is found in System Preferences: Univeral Access
Click the VoiceOver radio button to "Off".
You must have hit the command-F5 keys by accident, which toggles Voiceover on and off.
