Powerschool as a Parental Option

Why don't School Districts offer this as a Paid option for parents. I don't think that every School Dist should have to eat the costs. I for one would pay to be more informed about my childs performance in school. This article doesn't say if the $12 per student is annual or not.
Why not roll out basic services to all parents and let other parents pay for full access. Something has to be done to get Technology into schools in other forms.
