Creating Keyboard Shortcuts

Hi, I want to create a shortcut for safari to scroll through tabs. I want to set it as Control-Tab or Control-~ (life Firefox has it). How do I create this? I went into system preferences but I'm confused, is the description the operation I want it to do? I can't seem to get it to work. Any help?

Thanks

I don't know if I understand you fully... but it seems as if you are looking for a way to move between tabs while using safari to browse??? if so push

apple+shift+ right or left arrow key... Works great IF your cursor is not in a text field (i.e. google search field)

My problem is I find that shortcut way to hard to do and inconvenient. I'd prefer it to be similiar to Firefox's method of Control-tab. Is there a way I could switch it?
