Shake was an acquisition from Nothing Real, and actually hasn't changed that much from when Apple bought it.
AFAIK Motion was an in-house product.
Now that Apple has announced it is doing a ground-up rewrite of Shake it seems likely that we will see shared code between Motion and Shake, so that Motion gets positioned as "Shake Express" (leaving room for a cheap "iMotion" product) with files transportable across all three (as in the iMovie/FP Express/FPHD and Garage Band/Logic Express/Logic triumvirates).
None of these products really compete directly with AE. although they all can do some of the same things, and some of them better/faster.
