Whenever I delete files and shut down my computer then restart I have recovered files in my trash, dose anyone know what these are or how to turn it off.

Applications create temp files while doing things. Applications that don't properly clean up their files on quit or Applications that crash will leave temp files behind. These are the files that show up as a Recovered File. You can normally just delete these. If you restarted as a result of a crash, you may find recoverable stuff in there. If you do not like seeing recovered files appearing, you'll need to send an email off to the company responsible for the application that's leaving the files behind and see if they can fix it in the future.
