I've got a .toast file that is the size of a DVD. But I don't have a DVD burner on my macbook and haven't yet bought an external burner.
Is there as way I can mount this file as if it were a disc in a drive and run it from my hard drive?

yes, if you have Toast by Roxio. Open up Toast and go to Utilities (in the file, edit, etc menu) -->Mount Disk Image
Choose the file and toast will mount it as if it were a real disk in your drive.
