When I install the OS in Virtual PC ...
if I format in ntfs, can the drive still be dynamically updated, or will it not work and I must install via fat32?

The dynamically resizing drive is file-system agnostic, afaik.

OK so I have my PowerBook G4 12" with 640 RAM and Virtual PC 6. I installed Windows 2000 SP2 with NTFS. I assume NTFS is better? It's the native 2000 file format so it should be better than FAT32 right?
