Airport Express problem maintaing connect after sleep

When I awaken my machine from sleep, it often defaults to a neighbors WIFI network. Occasionally, it will also do this after booting. It always goes to the same network. If this network is down for whatever reason ( I do not know who owns this network) I seem to have no problems.
