I think this date display is new since iTunes 7.1.
iTunes checks for iPod updates every week, mine now indicates March 17th.
Actually, two minutes ago it was March 16th, but I just used the "Check for updates" item in the iTunes menu, and that will automatically set this date to one week from now.

Interesting, because mine does not reset, it still displays the 13th. Also tried the check for updates on my wife's computer and it did not reset either.
Did you shut down iTunes to get it to display a different date?
