I don't think there will be that many at all because they'll need access to Leopard's developer tools and Leopard itself to be able to render interface elements in PDF format. NeoOffice doesn't even run under Leopard so it's definitely out.
I don't think people will start taking advantage of resolution independence until after the final release. That will be why someone at Apple (Jobs?) said to be ready by the end of 2008.
PDF rendering is faster in Leopard but it still seems a bit slow at the moment.
