One thing Windows does right is its Windows Explorer file management system. Here it is for the Mac.

RAGE Macintosh Explorer brings the hierarchical, tree-view navigation style of Windows Explorer to the Mac. Combining powerful file management tools along with a unique approach to Mac file browsing, RAGE Macintosh Explorer was the first Macintosh file browser to offer tabbed file browsing, thumbnail previews while you browse, and filter-based file browsing. RAGE Macintosh Explorer eases the transition for Windows users who switch to the Mac, while offering existing Mac users an appealing alternative to their current file navigation system. REQUIREMENTS: Mac OS 10.3 or later

This might help switchers by giving them something familiar.

Explorer doesn't even list on your Programs menu in Vista. You need to look it up under accessories. The current trend seems to be clicking on links to your commonly used folders and navigating from there instead of using a hierarchical view. Getting used to the finder helps instead of trying to emulate an old model of file management. The upcoming finder in Leopard is quite different too. YMMV

Was this application made with RealBasic? It's got that 'feel' to it. Neither good or bad, but a distinct difference than a lot of Mac software.
