time machine backup

I was going through the leopard install dvd and I noticed a feature that showed something about restoring to time machine session or something like that.

Does anyone know if I still need data backup 3 or retrospect on my leopard os installation? Does this mean that I can simply restore my OS to any given point using time machine if I have let's say a system crash?

Would I simply insert the leopard dvd and go to the time machine point that I want to start up from in order to recover from a system that is not starting up?

Would this only work for the main programs folder where the system files and os resides or would it also do this for otehr drives connected to the mac?

The only concern I would see is that if I have my main programs drive and then lets say a raid drive for all my working files on the computer, I would want to restore the os to the previous state, but leave the raid data alone in order to avoid having work I recently did disapear.

Any suggestions how all this works?
