Using Non-Unicode OS 9 Language Kits on OS X

Hi. I just wanted to know whether it was possible to use non-Unicode OS 9 language kits on os x without having to restart in os 9 or use the classic shell. Also, is there some program out there that allows one to do so. Thanks
