Is it possible?

Hey All-

I'm wondering if it is possible to permanently burn a Quicktime file onto a disk drive so that it may never be removed?

    No.

That word "never" makes it impossible to answer with anything but "no".

Now, you could 'lock" or "password protect" the file, so that it could only be erased if you know the password, but even then it could be erased by reformatting the drive. So there isn't really any such thing as "permanent" on a Hard Disk Drive.
