"Full Keyboard Access"?

Question to those with the Jaguar developer preview: How does the Jaguar's "Full Keyboard Access" compare to 10.1's?

My former manager was all ready to do a complete Wintel-to-Mac conversion by buying an iBook, Office v.X and even an iPod. He went down to the major Mac store in our area and tried everything out for an hour or so, but eventually did not buy any of them. Why? Two major reasons: one was Entourage's limited security certificate features; the other was the lack of a good keyboard-controlled menu system in OSX.

We're not talking shortcuts like cmd-C, but the Windows alt-f to drop the File menu down, then jumping to specific commands that don't have direct keyboard equivalents. I also used this system extensively while working there using Windows.

10.1 gave us something Apple called "Full keyboard Access" in the Universal Access prefpane, but it is not suited for power users who want to use the mouse as little as possible. In OSX, once a menu is displayed, arrow keys must be used to move between menu items, rather than typing in letters to select the command. Speedwise, you're better off just using the mouse, whereas under Windows, keyboard access takes far less time than the mouse.

Apple claims their disability features in Jaguar are much improved--is this limited to Closeview-type features, or have they also improved keyboard access of menus into something actually useful?
