Need Bluetooth Setup Assistant

I have a macbook with OS X 10.4 Tiger, and i'm, and i think i should have a bluetooth setup assistant, i went to my applications, and then to my utilities and only found a bluetooth file exchange, and i tried to browse my phone but it said i didn't have the proper servieces, i really want to get some pics off my phone, but can't becuz of this, please help

Try going to system prefs > bluetooth and click the devices tab.
