He can drag apps to his home folder and they'll work and you don't need admin rights for that. You only need admin rights to install in the main Applications folder. To fully control that you need to enable Parental Controls and enable apps with a whitelist.

Curious... is this to stop him from installing P2P applications that could be used for illegal purposes?
No. But now that you mentioned this, I wonder if he's using them?
I'm just sort of mad that he found a way around parental controls.
