If it's the same casing we should get a "buy back special". Seems like 75% of the 3G phones could be reused for the GS.
So you wouldn't be upset if you bought a 3Gs phone and after opening the package, you find that the case is used, the screen is 2 years old, the SN etched onto the back of the refurb'd case has already been registered to someone else and it didn't get unregistered somehow, etc, etc...
I'm gonna guess you'd only want someone ELSE to get the refurbished parts... you'd want brand new ones for yourself...

yes, but those folks payed $600 for the original iPhone. (or $400 if they waited a couple months to buy.) ... No subsidy = no upgrade "fee".
