Could be, but we need a lot more data. What machine, what monitor.

Monitor:Samsung Syncmaster 2343BWX  Monitor  with an Apple Digital adaptor VGA
Mac Pro 2015  Attempted Update last night to Sierra IOS
Unable to turn onto monitor since updated to Sierra. Had appt at Apple Genius Bar today. Was able to complete update there using their digital monitor. When We retried to reboot with our monitors, we were unable to reboot just as before.

    Apple Digital adaptor VGA
I’m not sure what product this is. This one? It says it should still have analog output. May we ask why not DVI, given the display you’re using? Monoprice has cables for that.

    Try this: https://support.apple.com/en-us/HT201158

Otherwise, it might be time to move to an all-digital setup; VGA is on its last legs and you're only going to see more problems going forward.  MDP to DVI adaptors aren't so expensive for your current monitor and should be supported much longer than analog.
