They are just doing the histrionics to make voters think they care about the voters, when in reality they are corporate puppets collecting lots of dirty money. Nothing will stop the deal, and T-Mobile will be gutted afterwards.
Quite a few members of congress are owned by AT&T. They have to put up a bit of a show so that any voters who happen to watch will think they are actually interested in the merger. In the end, the paid votes will swing it and the merger will be approved. It's a done deal.

Creates a repair partition? So now you will have to allow Apple to repartition your HDD? What if you don't want to waste disk space?
A download still requires a lot of time to download multi-gig installs.
this will only mean higher prices and more hidden fees. There has never been a huge merger like this that has been good for consumers. The merger will definitely go through though since AT&T owns enough members of Congress and the regulatory agencies to make sure it is approved.
