Photoshop filter question
I am trying to blur someone's face in Photoshop (like they do in Cops) in a picture. I have tried everything and am not sure how to do this. Does anyone know how to do this?

I believe they just zoom in on the nose until it's the size of the persons face, and superimpose the blown up nose over the face. This would explain the trademark pixelation.

Filter--->Pixelate--->Mosiac. . .
Then you can posterize to get it to look nice and low quality like the police files. |
